Making an urbanism project or turning a land into buildable plots

An urbanism project for a land is a project that will organize that land into one or several buildable plots and lay out all details about access, internal roads, connections to infrastructure (existing or planned) and all regulation lines. The urbanism project is always done in collaboration with the Secretariat for Urban Planning and Construction. In this article we look at the procedure of making an urbanism project.
Why to make an urbanism project
There are many reasons that could lead to the making of an urbanism project on a land. It could be that one or several plots of land need to be divided and/or joined to form one or more constructible plots (reparcellation of land). Depending of the position of a land, its access to public roads, its size, etc..., you may be asked by the Secretariat for Urban Planning and Construction to do an urbanism project for it in order to get the urban plan excerpt. It could be that you have a large construction project for a land and that you need to plan the construction, the roads and the infrastructure.
In any case, an urbanism project is always done in collaboration with the Secretariat for Urban Planning and Construction, which gives its prior approval for its realization. The urbanism project is done by an accredited bureau of your choice or by the Institute of Urbanism in Belgrade.
Two types of urbanism projects
There exists two types of urbanism project. One is only focused on reorganizing the land while the other also take into consideration a giving construction project.
Urbanism project for reparcellation
This is the simplest one. This type of urbanism project is only concerned about the reorganization of the land. This would be the proper way to split a big land into smaller buildable plots or to merge and further split several plots of land into several buildable plots.
Urbanism project for reparcellation and construction
This type of urbanism project is more complex as it is done in view of a construction project. This is typically done when a land has to be prepared for a construction project. This is the way to optimize the use of the land while respecting all constraints set by the regulation plan. For this type of urbanism project, the architect of the construction project work together with the urbanists for the realization of the project.

Realization
The project will be made by the accredited bureau of your choice in accordance to the Law on Urban Planning and Construction and to the existing detailed regulation plan (or Master Plan if no detailed regulation plan exists). If the project is for reparcellation and construction, the architect of the construction project should take part on the realization of the urbanism project to tailor it to the needs.
If there are several users on the land for which the urbanism project is being made, all of them have to agree with it. It is far simpler if your are the only user on the land.
Validation
Once the project is finished and has been accepted by all users, it has to be reviewed and validated by the Commission of Assembly of the City of Belgrade. That may take some time. Once the project is validated, it has to be publicly presented in the Secretariat for Urban Planning and Construction. If nobody complained during the public presentation, the Secretariat issues the final approval of the project.
